1. Purpose of this statement

This statement sets out the steps 3L Security Services Limited has taken to ensure that modern slavery and human trafficking are not taking place in its business or its supply chain.

3L's turnover is below the £36 million threshold at section 54 of the Modern Slavery Act 2015, so 3L is not required by law to publish a statement. This statement is published voluntarily and is written to the content headings set out in section 54(5) so that a client can assess it on the same basis as a statement from a larger supplier.

2. Organisation, business and supply chain

3L Security Services Limited, company number 16222074, is registered in England and Wales at Oriel House, 26 The Quadrant, Richmond, TW9 1DL. It supplies station personnel — security operatives, gateline assistants, customer service personnel and rail replacement bus controllers — and soft facilities management and cleaning services, to the rail, public and private infrastructure sectors.

3L commenced trading on 13 April 2025. No turnover has been recognised to date and no contract has yet been delivered. 3L is a RISQS verified supplier, Supplier ID 10445, and a Corporate Member of the Recruitment and Employment Confederation, membership number 00209106.

3L's supply chain comprises: labour, which 3L recruits, screens and employs directly rather than through intermediaries; uniform and personal protective equipment; cleaning consumables, chemicals and equipment; and professional services including insurance, health and safety consultancy and HR advice.

3. Modern slavery compliance position

3L is Modern Slavery Compliant. The supporting assessment of 3L’s policies, due diligence and controls is held on file and is available to clients on request.

4. Policies

3L's Anti-Slavery and Human Trafficking Policy, 3L-POL-011, is the operative policy and sets out the controls in full. It is supported by the Right to Work Verification Procedure (3L-POL-010), the Equality, Diversity and Inclusion Policy (3L-POL-006), the Sustainable Procurement Policy (3L-POL-024), the Anti-Bribery, Corruption and Fraud Policy (3L-POL-001) and the whistleblowing provisions in the Employee Wellbeing Policy (3L-POL-008).

5. Risk areas and due diligence

3L assesses its highest inherent risk as sitting in labour supply: security and cleaning are recognised higher-risk sectors, characterised by low-paid shift work sourced at short notice, sometimes through layered intermediaries. 3L mitigates that risk structurally, by recruiting and screening directly rather than relying on agency supply.

BS 7858:2019 screening of every deployed operative, verifying identity against reliable independent documentation, right to work, five-year employment and address history with explanations for gaps, financial probity, character references, a Basic criminal record disclosure, and overseas criminal record checks where the individual has lived or worked abroad.

Statutory right to work checks completed and signed off before any deployment.

Payment by bank transfer to an account in the worker's own name, with duplicated bank details, addresses or telephone numbers investigated before engagement.

No fees charged to workers for finding or keeping work, and no retention of any worker's identity documents.

Supplier assessment proportionate to sector and geography before engagement, with higher-risk suppliers required to evidence their own policy, risk assessment and actions.

6. Effectiveness and performance indicators

3L measures effectiveness against: the proportion of deployed personnel with BS 7858:2019 screening completed before first attendance, target 100%; right to work checks completed before deployment, target 100%; modern slavery induction training completed, target 100%; suppliers assessed before engagement, target 100%; and the number of concerns raised, investigated and their outcomes.

3L has not yet delivered a contract, so no performance data exists against these indicators. 3L will report against them from the commencement of its first contract and will update this statement annually thereafter.

7. Training

Modern slavery awareness training is delivered to every individual at induction, covering the indicators of exploitation and the reporting routes, with completion recorded in the individual training record.

8. Reporting a concern

Concerns may be raised with the Managing Director; with the Modern Slavery and Exploitation Helpline on 08000 121 700; or with Protect, the independent whistleblowing charity, on 020 3117 2520. Where a person is in immediate danger, the police are called on 999. No person who raises a concern in good faith will suffer detriment.

9. Approval

This statement is approved by the Managing Director on behalf of 3L Security Services Limited and covers the financial period to 30 April 2026. It will be reviewed and reissued annually.

This statement consolidates and supersedes the Modern Slavery and Human Trafficking Statement (February 2026), its revised version, and the Acknowledgement and Integration of KPIs into the Modern Slavery Statement.

Version 1.1, 7 October 2026: section 3 replaced with 3L’s standard Modern Slavery Compliant statement.
